Initiatives Begin to Expand Use of Remote Operation for Reconstruction Efforts
Tokyo, Japan – Soliton Systems K.K. (Head Office: Shinjuku-ku, Tokyo; CEO: Osamu Kamata; hereinafter “Soliton”) has conducted a preliminary survey aimed at promoting the use of remote construction technology in Ukraine.
With enormous construction needs expected in Ukraine’s ongoing post-war reconstruction, progress has been hampered by severe labor shortages, especially for tasks such as debris removal. Moreover, hazardous conditions—including the presence of unexploded ordnance and asbestos—pose serious safety risks for workers.
To address these challenges, remote operation—controlling construction machinery via communication networks from a distant location—is gaining attention as a viable solution. This approach would allow women, injured veterans, and others to participate in construction efforts more safely and efficiently.
Soliton’s “Zao Series”, which enables real-time remote control of construction equipment via proprietary video transmission technology, has already been widely adopted across Japan.
Since March 2025, Soliton has been a member of the “Japan-Ukraine Platform on the Infrastructure Technology for Recovery and Reconstruction (JUPITeR)”, a public-private initiative launched by Japan’s Ministry of Land, Infrastructure, Transport and Tourism to support Ukraine’s recovery.
In September, Soliton joined a public-private delegation to Ukraine to conduct a field survey in preparation for a technology demonstration planned for later this fiscal year. The team inspected construction machinery, assessed local mobile network conditions, and held discussions with Ukrainian government agencies, universities, and private companies on future collaboration for technology adoption.
The upcoming demonstration will involve the remote operation of construction machinery in both Japan and Ukraine, controlled from a temporary Remote Construction Center to be established in Kyiv.
